Annexations in Thurston County
Washington State offers municipalities a variety of tools to annex lands within their urban growth areas. The following are the types of annexations permitted by state law:

- Boundary Line Adjustments to Shift Boundaries with Rights-of-Way or Split Parcels
The county collaborates with Thurston Regional Planning Council's (TRPC) Boundary Review Board to process annexation proposals within Thurston County. Please visit the TRPC website for more information about annexations.
Interlocal Agreements for Annexations
RCW 35A.14.296 permits a code city to annex unincorporated territory under an interlocal agreement between the city and county. The code cities below qualify for this method. Any city proceeding with this method will be updated below if an interlocal agreement is being considered.
Background
The City of Lacey and Thurston County are making available a draft Interlocal Agreement between the City and County for public review and comment related to the annexation of County islands located within the surrounding jurisdiction of the City. An open house will be held virtually on September 19, 2024. A joint public hearing will be scheduled for October 1, 2024 with the City Council and Board of County Commissioners.
