BAR Holdings UGA Swap, Land Use Amendment, and Rezone
A resident has submitted a proposal to adjust the Tumwater Urban Growth Area (UGA). The project applicant is requesting to:
- Remove 18 parcels (around 65 acres) within the Tumwater UGA and rezone from Single Family Residential (SFL), Heavy Industrial (HI), and Greenbelt (GB) to Rural Residential Resource 1/5 (RRR 1/5).
- Add 3 parcels (around 46 acres) to the Tumwater UGA and rezone from Rural Residential Resource 1/5 (RRR 1/5) to General Commercial (GC), Mixed Use (MU), and Light Industrial (LI).
What's allowed in these zones:
- Single Family Residential (SFL): Single-family homes, manufactured home, parks/trails/open spaces, child care, adult family homes, duplexes, and some agricultural uses.
- Heavy Industrial (HI): Factories, retail, mineral extraction, transit facilities, hazardous waste treatment and storage, park and ride facilities, car service stations.
- Greenbelt (GB): Passive recreation facilities, trails, nature preserves, wetland research and education,
- Rural Residential Resource (RRR 1/5): Agriculture, single-family and two-family homes, home businesses.
- General Commercial (GC): Retail services, restaurants, parks and open space, campgrounds, parking structures, RV parks.
- Mixed Use (MU): Retail services, professional services, post offices, adult family homes, parks/open space, motels/hotels.
- Light Industrial (LI): Transit facilities, storage units, wholesaling/manufacturing/distribution of goods, parks and recreation facilities.

In 2022, Washington added new rules (ESSB 5593) that allows counties to change existing UGA boundaries through means of a “swap" as long as it doesn't result in a total increase to the UGA. The public process must be followed and the Board of County Commissioners must approve this.
The project applicant is requesting removing the following parcels from the Tumwater UGA and rezoning them accordingly. Not sure what your parcel number is? Search your name and address with the Office of the Assessor.
