Background

The Grand Mound West UGA Expansion, Land Use and Rezone Amendment is an applicant-initiated proposal comprised of two projects, the Black Lake Quarry (BLQ) and Wilmovsky rezoning and land use proposed amendments. Both projects are proposing to expand the Grand Mound Urban Growth Area (UGA) with a subsequent rezone. The BLQ project applicant is requesting to rezone approximately 66 acres from Rural Residential Resource 1/5 (RRR 1/5) to Light Industrial (LI). The Wilmovsky project applicant is requesting to rezone approximately 29 acres from Rural Residential Resource 1/5 (RRR 1/5) to Residential—Four to Sixteen Dwelling Units per Acre (R 4—16/1).

Process

Previous Review

The Grand Mound West land use proposals were previously reviewed with the Grand Mound Subarea Plan in 2022 and 2023. The projects were brought to the public through an Open House, Online Open House, project webpage, public notice and press release, mailed informational postcard, Planning Commission work sessions, and a Public Hearing. 

In late 2022 and early 2023, the Planning Commission voted to recommend "No Change" to the Board of County Commissioners (BoCC) for the Grand Mound West project proposals. In late 2023, the Urban Growth Management subcommittee recommended approval of the Grand Mound West UGA expansion projects to the BoCC.

Environmental Review

The proposals are currently waiting on final information before undergoing environmental review before a State Environmental Policy Act (SEPA) determination is made. A SEPA determination is expected by late summer 2024.

Board Review

The Board of County Commissioners' review will follow environmental review. Action on Comprehensive Plan amendments can only take place once a year and final decision on the Grand Mound proposals will not be issued before then. Final decision is expected in late 2024.
