Military and Overseas Voters
Through the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) and the Military and Overseas Voter Empowerment Act (MOVE), federal law provides specific supports and accommodations to military and overseas voters. Frequently Asked Questions
We send ballots to confirmed military and overseas voters 30 days (for special elections) to 45 days (for primary and general elections) prior to the election date. If your address or name changes, you can update your registration information:
- By remote means up to 8 days before the election date. Information must be received by an elections official.
- In person by you or an immediate family member at your county auditor's office or other designated locations through 8 p.m. on Election Day.

You can receive and return your ballot electronically. You will need the internet and a printer so you can print and sign the declaration before returning the ballot.
Receiving an electronic ballot
You have two options for receiving an electronic ballot:
- Sign up for our E-Ballot Program. Participants in the E-Ballot Program will receive an email with a link to their electronic ballot.
- Download a ballot. Follow the prompts on the VoteWA webpage to download a ballot.
Returning your electronic ballot
To return your ballot electronically, print the ballot, sign and date the declaration. Send your signed declaration, privacy sheet (optional) and voted ballot by email to eballots@co.thurston.wa.us or by fax to 360.705.3518.
Your electronic ballot is due in our office by 8:00 pm PT on Election Day. You don't need to mail the paper ballot if you're returning your ballot electronically.
