During the 2020 Legislative Session, Second Substitute House Bill 2277 Concerning Youth Solitary Confinement was passed. Beginning June 11, 2020, separating youth and confining them as a punishment or retaliation is prohibited. In recognition of the potential harm caused by prolonged confinement and the demonstrated ineffectiveness for reducing behavioral incidents, the bill further defined the limited instances when room confinement and isolation can be used. The model policy is intended to provide additional guidance on how to use room confinement or isolation in a way that advances the rehabilitative goals of the juvenile justice system in Washington State, and that it is not used as a punitive measure. Mason County has chosen to adopt the Model Policy for Reducing Confinement and Isolation in Juvenile Facilities.
RCW 13.22.050 requires that counties operating a detention facility must compile and report on their website data related to the room confinement and solitary confinement of youth in their custody.
RCW 13.22.060 also requires that confinement data be reported to the Department of Children, Youth, and Families.
Thurston County is committed to providing a safe, trauma informed, and rehabilitative environment to all youth temporarily in our facility. Our commitment is that room confinement or isolation is only reserved for those situations that threaten imminent harm or danger to any youth.

Definitions:
Room Confinement- means a juvenile is separated from the youth population and placed in a room or cell that the juvenile is assigned to for sleeping, other than during normal sleeping hours or interim rest hours. “Room confinement” does not include time a youth requests to spend in their room or rest periods in between facility programming. Juveniles are in room confinement from the moment they are separated from others until they are permitted to rejoin the population.
Isolation- means confinement that occurs (a) when a youth is separated from the youth population and placed in a room for longer than 15 minutes for the purpose of discipline, behavior modification, or due to an imminent threat to the safety of the youth or others; and (b) in a room other the room assigned to the youth for sleeping. Juveniles are in isolation from the moment they are separated from others until they have rejoined the population.

We ask your assistance in helping us assure that visitation periods remain safe and rewarding experiences for everyone involved in visiting.

Visitation Rules and Visitor Regulations

A youth may refuse visitation.

All visitors are required to sign in on the Detention Visitor's Register prior to visitation and to sign out upon completion of the visit.

All visitors must have and provide current picture identification.

Cell phones, cameras or any type of recording device are strictly prohibited.

All visitors and personal property are subject to search as a condition of admission to the facility.

Anyone who is under the influence of alcohol or drugs or who is noticeably impaired from any medication will be denied admission to the facility.

Visitation is initially limited to parents/legal guardians. When a youth has Been in detention for seven (7) days or longer, he/she may be allowed visitation with extended family members. Extended family members include siblings, grandparents, aunts, and/or uncles. All family visitors outside of parent/legal guardian must be approved by the youth's probation counselor.

Professionals working with a youth will be allowed visitation upon approval of the youth's assigned probation counselor, or upon verification of such professional involvement with the youth.

Possession of any weapon within the facility is strictly prohibited. Weapons include, but are not limited to, firearms, explosive devices including any fireworks, knives, and personal protection spray devices.

No tobacco, tobaccos products of any kind, lighters or matches may be brought into the facility. Smoking is prohibited.

No purses or backpacks may be brought into the facility. It is recommended that such items be left secured in your vehicle. If it is necessary to bring such items in, there are lockers available in the entrance that staff may lock for you.

Only stamps and books may be provided to youth in detention. Any item for youth must be given to staff prior to entry into the visiting area and marked with the youth's name or they will not be accepted. Staff will search the items and give to the youth following visitation. Any item provided to a youth without authorization will be considered contraband and will result in lost privileges and possible legal consequences.

Evening, weekend, and holiday visitation will typically be held in the group Visiting area. Non-contact visiting rooms are available during these times if you believe it may be necessary or appropriate. Use of these rooms is subject to space availability.

All visitors are expected to be respectful of the youth being visited and of other visitors to the facility. Individuals behaving in a loud, aggressive, disruptive, or otherwise disrespectful manner may have their visit terminated. Individuals failing to provide adequate supervision to children coming in with them for visitation may have their visit terminated and their ability to bring children for future visitation modified and/or ended.

At times it may be necessary for detention staff to give directions to visitors and/or youth that are not contained in these regulations. Anyone who fails to promptly and in an orderly fashion comply with such directive will have his or her visitation terminated and may have future visitation privileges modified or terminated.

The ability to provide for family visitation outside of scheduled visiting hours is extremely limited, and will generally be denied. If you believe you have circumstances that warrant special consideration, please contact the youth's assigned probation counselor or a detention supervisor.

Visitation will not ordinarily be allowed with youth serving weekend detention or other intermittent detention sentences without advance approval of a detention supervisor.

A parent/legal guardian may visit their child during any scheduled visitation period within the first 24 hours after the youth's initial arrest by law enforcement. EXCEPT, a parent/legal guardian who is the victim of the youth's alleged offense may not visit with the youth until after the youth's initial court appearance.

Any requested exceptions to these visiting regulations must be approved in advance by Juvenile Court Administration.

YOUTH DEVELOPMENT PROGRAM
The Youth Development Program is the larger program concept that is comprised of two Detention Alternatives – The Garden and YDP After School
The Garden
The Seeds of Change, The Give Back Garden came into being in 2016 after a group of Juvenile Court Staff sought to create a program to allow youth to experience "accountability" that didn't come in the form of traditional detention. The program received its' name from youth involved in the early stages of construction.
The intent was to provide youth with a chance to experience redemptive practices instead of traditional methods. The Garden Project is a skill building opportunity for youth to learn social skills by working within a team construct on goal-oriented tasks. Youth acquire skill in planning, organizing, executing, and completing various tasks within the program. Youth are afforded opportunity to learn and understand the value of leadership, teamwork, work ethic, conflict resolution, and many more skills that are designed to help the youth become employable within the community.
The Garden Hours
Monday through Friday
9:00am- 1:30pm
Youth that participate in all day program will stay in the garden until 2:30 pm
2:30-3:00 program break
YDP After School
YDP Afterschool is designed to develop positive decision-making skills, strengthen interpersonal relationships, and cultivate a positive self- image. These program offerings are conveyed through mentoring, training, and skill building. We use a therapeutic, holistic, and trauma informed approach to help youth understand individual value and purpose.

Electric Home Monitoring - EHM
Electric Home Monitoring monitors a youth’s whereabouts through an electronic monitoring device. Generally, youth in our Electric Home Monitoring program wears a tamper-resistant ankle bracelet that emits a unique signal to a home monitoring device that is monitored 24 hours a day. Our Electronic Home Monitoring system is tracked by global positioning system (GPS) monitoring. Electronic Home Monitoring may be used at the Courts discretion on Pre Trial matters, for Disposition, and Probation Violations.
