Thurston County, Washington

Public Health and Social Services

The Office of Housing and Homeless Prevention publishes a number of reports, and as a member of the Washington Balance of State Continuum of Care, also has access to data and reporting through the Washington State Department of Commerce Dashboard

There are a few key reports that are published quarterly and annually: 

  • Housing Management Information System project participation. These provide key data on participating Emergency Shelter, Transitional Housing, Street Outreach, Rapid Rehousing, Homeless Prevention, Permanent Supportive Housing, and Coordinated Entry projects. These are published both quarterly, and for each state fiscal year, July-June. 
  • Point in Time Homeless Census. The PIT is conducted each January. A preliminary findings report is often published in advance of both Commerce's data, and the final summary PIT report. Newest report: 2024 Preliminary PIT Data
  • Action Plans. The Consolidated Plan is carried out and implemented through Action Plans. These plans can be 1 year - very action and goal oriented - and 5 year - system wide strategy guides. 
  • Consolidated Annual Performance and Evaluation Reports. CAPERs are the tool grantees utilize to report progress toward Action and Consolidated Plan goals. 
  • Thurston County Office of Housing & Homeless Prevention Annual Reports. Thurston County Rent Assistance Survey 2023

In August 2023, Thurston County Office of Housing & Homeless Prevention conducted a survey of Thurston County residents who received COVID-19 rent assistance, also know as Emergency Rent Assistance Program (ERAP) and Treasury Rent Assistance Program (T-RAP).

Funding Affordable Housing and Homeless Services

Thurston County Office of Housing & Homeless Prevention sends out a Request for Proposals to community service providers to apply for available homeless services and affordable housing grants with a set due date. Applications for homeless services are reviewed and scored by the Regional Housing Council’s Homeless Services Advisory Board and applications for affordable housing projects are reviewed and scored by the Regional Housing Council’s Affordable Housing Advisory Board. Each board presents their recommendations to the Regional Housing Council (RHC) for approval.

Once the RHC approves the recommended funding choices, they are presented to the Thurston County Board of County Commissioners for final approval. 

Data & Reports

Thurston County Office of Housing & Homeless Prevention (OHHP) started publishing annual reports with the Program Year 2022-2023. Program years typically run from July 1 – June 30 with the exception of some federally funded programs where the year is September 1 – August 31. The report addresses all federal, state and local funding managed by OHHP. The report also highlights other programmatic activities OHHP engaged in during the reporting period, including in its role supporting the Regional Housing Council. 

Policies

The Office of Housing and Homeless Prevention follows State and Federal requirements when implementing programs, which depending on the funding stream, can require establishing written policies and procedures. In some cases the policies and procedures are created by the funder, which establishes minimum requirements and expectations. In other instances it is left to the community to establish these.
